The Customs Tariff Commission of the State Council of China announced on December 22nd, 2018 that it would continue to impose export duties or provisional export duties on stainless steel scrap, ferrochrome, nickel and other commodities from January 1st, 2019.
Ferrochrome HS code 72024100 with carbon content at above 4% and ferrochrome HS code 72024900 with carbon content at less or equal to 4% had an export tax rate at 40% and a provisional tax rate in 2019 at 15%.
For stainless steel scrap HS code 72042100, the export tax rate was set at 40%, and there was no provisional tax rate. For non-alloy nickel with a total nickel and cobalt content of 99.99% or more by weight but not exceeding 0.005% cobalt content, the export tax rate was 40%, and the provisional tax rate was 5%.
The export tax rate for other non-alloy nickel with HS code 75021090 and unwrought rolled nickel alloy with HS code 75022000 was 40%, with a provisional tax rate at 15%.
